Dear Colleagues and Friends,

“How familiar are you with the concept of patient safety? Hundreds of thousands of patients are harmed or die each year due to unsafe care, or get injured inadvertently when seeking health care.” (WHO).

What is the contribution that law and legal experts can give to ensure that access to health care is done in ever more secure ways? What is the contribution we can make to the patient to obtain better and faster reparation?

What can legislation and legal doctrine do, so that errors constitute an opportunity to build more secure health systems?

Adaptation of European health systems to these new situations makes it necessary to revisit familiar and less familiar health law problems. For this purpose we invite you to attend the IV European Conference on Health Law that will take place in Coimbra, Portugal, from October 9th to 11th, 2013. This conference follows its previous editions that have been held since 2008.

The major theme that will be focused is related to European Health Law & Patient Safety with three subthemes: Preventive environment and measures (informed consent; fundamental rights; advanced directives; legal relevance of guidelines; data protection; protection of the weakest – e.g. the mentally ill, the children, the survivors of cancer -; electronic records; the Directive on the mutual recognition of professional qualifications and patient safety; regulatory models of health-care professions;…), Reaction against malpractice/Patients Compensation and Learning with errors (the role of disciplinary law to improve patient safety; the end of tort law in medical malpractice?; national systems of compensation of 'medical hazard'; apologize laws; alternative Dispute Resolution/Mediation and Arbitration; the prohibition of self-incrimination and the notification systems;…).

The European Association of Health Law and the Centre for Biomedical Law (Centro de Direito Biomédico) invite you to submit abstracts until 31st May 2013 for an oral presentation to be considered for inclusion in the programme.
